Steer was selected by the German Development Cooperation (GIZ) to develop the project called "Identification and development of measures in the freight transport sector and sustainable urban logistics for the Metropolitan Institute of Planning, IMEPLAN", which is currently developing the Sustainable Urban Mobility Plan (PIMUS) of the Metropolitan Area of Guadalajara, Mexico.
The project lasted six weeks, during which time a team of two consultants conducted a diagnosis of the Guadalajara Metropolitan Area based on secondary information to identify barriers and opportunities for urban freight logistics. Once the diagnosis was completed, strategic recommendations were designed at two levels: main measures and secondary measures, which were agreed upon with the IMEPLAN Jalisco team.
For the design of recommendations, the findings of the diagnosis were considered, and some international plans were reviewed, such as the Urban Sustainable Mobility Plan of Bologna and the Regional Integrated Transport Plan 2025 of the Emilia Romagna Region.
Among the main measures proposed, it was crucial to update and standardize regulations at a metropolitan level to facilitate the fulfilment of the sector's responsibilities and to have a governance structure to facilitate functions, agreements, law and information management and the application of best practices. Another critical issue within the recommendations was the implementation of programs to reduce emissions, with strategies such as the implementation of strict control elements on the vehicle fleet, a verification program and promoting fleet replacement.
The proposed measures will be part of the PIMUS of the Guadalajara Metropolitan Area, which is currently under development and expected to regulate mobility in this country's third-largest metropolitan area.
